As you know, Faridabad Industrial Cluster was selected by the World Bank in 2011 to implement the Energy Efficiency in the SME sector.
The Project was funded by The World Bank through SIDBI & Bureau of Energy Efficiency (BEE). Many key agencies were engaged and assigned different responsibilities, like CII (Trainings & Evaluation), FICCI (Exhibitions & Technology Introduction), PwC (Communications), DESL (Energy Audits, DPR presentation). IamSMEofIndia was the Cluster Coordinator.
From 2011 to 2015, various Training programmes and exhibitions were organised reaching more than 1200 Industries. Walk-through audits were done in about 1000 Industries and Detailed Energy Audits were done in 400 Industries which had high potential to save Energy.
A Special Incentive Scheme was introduced to motivate industries to implement the recommendations of the Audit Reports. Industries, which implemented the recommendations of the Audit Reports within 3 months, received Finance at lesser rates of interest and also Subsidy of 15-20% on their investments.
As we close the first phase of this Project, we see mixed results.
A. Some industries implemented the recommendations immediately, took credit on softer terms, availed of 15-20% subsidy and are benefitting from energy savings month after month.
We’d like to know their feedback, experience, how much are they saving/ benefitting, difficulties or challenges faced by them and suggestions and improvements that can be done for future and the second phase of this project.
B. There are also some Industries which have not implemented the recommendations. There would be valid reasons.
We would like to know the reasons so that we can resolve, if possible. It could be because of one or more reasons as below:
the Owners/Directors were unaware or not properly informed about the Project, or
the Audit Report was not presented, or
the recommendations of Audit Report were not understood, or
the Cost of Implementation was very high, or
the funds were not available from Bank at lower rates of interest, or
the incentive of 15-20% subsidy was not clear, or
the Return on Investment (ROI) was too long, or
the Technology recommended was not available, or
any other reason
To assess the ground level impact of this EE Project, we are organizing a Director/Owners/CEO Meeting where a joint team of World Bank and Ernst & Young officials would interact with the Stakeholders & beneficiaries and take their candid feedback.
