Highlights of the New Industrial Policy for Haryana

  • Haryana Enterprise Promotion Act 2016
  • w.e.f 14.08.2016
  • 119 Services for Industries have been notified and time-period for each defined
  • In case of delay, there is provision for deemed clearance/ approval
  • At District level Clearance Committee constituted in each district headed by the Deputy Commissioner/ Collector to give clearances for Project upto Rs.10 crore (Micro & Small Enterprises covered)
  • State level Empowered Committee (HEPC) to handle Projects from Rs.10 to Rs.100 crore
  • Apex Committee headed by Chief Minister to handle Projects above Rs.100 crore
  • DLCC to meet once a month, State level Committee to meet every two months, Apex Committee to meet on need basis
  • Change of Land Use (CLU) norms simplified. CLU upto 1 acre land to be granted by DLCC
  • DLCC has powers to overrule objections/ rejections by individual officers/ departments
  • Separate Court in each District, headed by addl. District Judge, to handle Commercial issues/ cases
  • All Applications, Grievances to be made online at investharyana.nic.in
  • All redressals, approvals shall be informed on-line. Tracking system in-built
  • 16 services already started on-line
  • 18 Govt. Departments linked to this
  • No inspection, No visit by inspectors without the approval of HOD viz. Labour Commissioner, Excise & Taxation Commissioner etc.
  • Only 2 documents required for new Power/ electricity connections
  • 31 New Schemes launched out of which 20 are available throughout the State, 11 in specified areas/ zones
  • Industrial Incentives to be released on-line
  • HSIIDC to buy land through direct negotiations and purchase agreements with the farmers, not just be acquisition
  • Industry can take land on 33 years lease instead of buying from HSIIDC

Incentives in Special Areas/ Zones/ Blocks/Sectors:
  • Investment Subsidy upto 75% on VAT for upto 10 years
  • Stamp Duty Refund upto 100%
  • Interest Subsidy of 6% for MSMEs on Term Loans upto 5 years
  • 100% VAT exemption for 3 years for Startups upto turnover of RS.3 crore
