Haryana's New Industrial Policy 2026

& Nine Sectoral Policies


 
Dear Members,

On 1 June 2026, the Haryana Government formally launched the “Make in Haryana” Industrial Policy 2026 along with nine sector-specific policies at a major industry and investment event in Gurugram, chaired by Chief Minister Sh. Nayab Singh Saini and Industries & Commerce Minister Sh. Rao Narbir Singh. The policy package was cleared by the State Cabinet on 18 May 2026.

The framework targets ₹5 lakh crore in fresh investment and nearly 10 lakh new jobs over the next five years. Memoranda of Understanding worth approximately ₹1.10 lakh crore were signed on the first day itself.

The Government also launched an Intelligent Investment Facilitation Portal and unveiled the logo of the upcoming Happening Haryana Global Investors Summit.

A concise brief is shared below for the benefit of our members, together with the announced subsidy details and the important new disbursal reforms.
1.  The Anchor Policy: “Make in Haryana” Industrial Policy 2026
 
This policy replaces the earlier Haryana Enterprises & Employment Policy (HEEP) 2020 and introduces a significant structural shift:

▪   End of the A/B/C/D block system. The old block classification has been scrapped and replaced with a new four-tier categorisation, Core, Intermediate, Sub-Prime, and Prime/Focus Areas, so that fiscal incentives now reach every administrative block, not just select regions.

▪   Net SGST reimbursement of 30% to 70% for periods of up to 12 years, depending on area category and project scale.

▪   Capital subsidy of up to 30% for Ultra Mega projects (graded, broadly 5%-20%, by area category for large units).

▪   Employment Generation Subsidy doubled from ₹48,000 to ₹1,00,000 per employee per year for 10 years; and up to ₹1,20,000 for women, Scheduled Castes, persons with disabilities, Agniveers and ex-servicemen.

▪   EPF reimbursement of both employer and employee contributions for units hiring through the Haryana Kaushal Rozgar Nigam (HKRN) portal.

▪   Electricity duty and stamp duty exemptions as part of the fiscal package.

▪   Land Feasibility Certificate: clarity on land ownership, land use and approval status within 45 working days.

▪   Expansion incentives: fresh investment equal to 25% of existing fixed capital investment now qualifies a unit for incentives.

 
2.  Timely Release of Incentives: A Long-Awaited Reform
 
Addressing a long-standing industry grievance over delayed disbursals, the policy fixes statutory timelines:

▪   50% of the eligible incentive to be released within 7 working days, and the balance within 45 days.

▪   Interest at 8% per annum is payable by the State for any delay after 1 April 2026.

This is a welcome and overdue accountability measure, and members are encouraged to track their claims against these timelines.

 
3.  The Nine Sectoral Policies

4.  Important Note for MSMEs
 
The “Make in Haryana” Policy 2026 and the headline fiscal incentives are primarily oriented towards large enterprises and mega / ultra-mega projects. A dedicated MSME Policy is to be announced separately by the State Government, and the existing MSME provisions continue to apply in the interim.
IamSMEofIndia is actively engaging with the authorities on this front, and we will circulate the MSME-specific framework along with our considered analysis the moment it is notified.

 
5.  Way Forward
 
Members are encouraged to study the policy most relevant to their sector and to plan investments and expansions so as to maximise eligible benefits.

The official notifications are available on the Haryana Industries & Commerce Department portal; for any specific investment, the notified gazette scheme document remains the binding reference for exact slab-wise entitlements.
