Opportunities for MSMEs in Defence Sector

India’s defence sector is opening up significant new opportunities for MSMEs and startups.

The Ministry of Defence has highlighted several important provisions, relaxations and incentives under the Defence Acquisition Procedure- DAP 2020, aimed at encouraging greater participation of Micro, Small and Medium Enterprises and startups in defence procurement, indigenous defence manufacturing, innovation and import substitution.
 

This is a major opportunity for Indian MSMEs to enter one of the most strategic, prestigious and high-potential sectors of the country.
 

Some of the important provisions available under DAP-2020 include:
 

1. Reservation of Defence Procurement Cases for MSMEs

Procurement cases with AoN cost up to ₹100 crore may be reserved for MSMEs, subject to eligible MSME participation.
 

2. Relaxed Financial Criteria for MSMEs and Startups

For procurement cases up to ₹300 crore, recognised startups and MSMEs in relevant fields may be considered for issue of RFP without strict financial parameters, except insolvency-related checks. In justified cases, this relaxation may also be considered for procurement cases between ₹300 crore and ₹500 crore.
 

3. Special Incentives in Make-category Projects

Projects under the Make categories, with procurement not exceeding ₹100 crore per year, may be earmarked for MSMEs.
 

4. Advance Payment Support under iDEX and TDF

Startups and MSMEs under iDEX and TDF may be eligible for advance payment up to 15% of the base contract value, helping reduce working capital pressure.
 

5. Support for Raw Material and Essential Inputs

Eligible startups and MSMEs under iDEX and TDF may also receive support for the cost of raw material and essential input resources, as per applicable provisions.
 

6. Simplified Inspection and Faster Payment Process

For startups and MSMEs under iDEX and TDF, Pre-Dispatch Inspection and Joint Receipt Inspection may be considered as one stage, enabling smoother and faster payment release.
 

7. Lower Performance-cum-Warranty Security

Performance-cum-Warranty Security for startups and MSMEs under iDEX and TDF may be relaxed and kept at the minimum level as per applicable GFR norms.
 

8. Relaxation in Liquidated Damages

In eligible iDEX and TDF cases, startups and MSMEs may receive two extensions of six months each without penalty on justified grounds, followed by lower Liquidated Damages exposure.
 

9. Exemption from EMD for MSEs

Micro and Small Enterprises may be eligible for relaxation in submission of Earnest Money Deposit, as per applicable rules.
 

10. Opportunities under Offset Obligations

MSMEs can also benefit where they participate as Indian Offset Partners in defence offset obligations.

These provisions clearly indicate the Government’s intent to make MSMEs and startups active partners in India’s defence manufacturing ecosystem.

Defence is no longer a sector meant only for large corporations. There are serious opportunities for MSMEs in:

Members already working in manufacturing, engineering, automotive, electronics, industrial products, tooling, materials, fabrication, design or technology-led products should seriously evaluate their capabilities for defence-sector participation.

This is the right time to prepare, register, upgrade, collaborate and participate.
