Greetings from IamSMEofIndia!

Haryana’s MSMEs may be entering an important new phase of investment, technology adoption, export growth and employment generation.

On 28 July 2026, the Haryana Cabinet, chaired by Hon’ble Chief Minister Shri Nayab Singh Saini, approved the Haryana Progressive MSME & Export Promotion Policy 2026.

Introduced as Haryana approaches its 60th year of formation, the policy proposes 60 initiatives for the state’s 14 lakh-plus MSMEs and seeks to position Haryana as a globally competitive, technology-driven manufacturing and export hub.


THE BIG FIVE-YEAR TARGETS
₹55,000 crore in manufacturing investment
5 lakh-plus new employment opportunities
Doubling of Haryana’s exports
 
The policy is structured around six major pillars:
• Financial assistance
• Infrastructure and ease of doing business
• Technology and quality upgradation
• Global market access and export promotion
• Sustainable industrial development
• Skill development and employment

 

MAJOR INCENTIVES ANNOUNCED
Capital, Credit and Financial Support
• Capital subsidy ranging from 15% to 30% for small industries
• ₹200 crore State Venture Capital Fund for innovation-driven startups and emerging MSMEs
• Proposed Sectoral Credit Guarantee Fund to support collateral-free lending
• Assistance of up to 33% of the insurance premium under the proposed Haryana MSME Insurance Scheme
• Interest subsidies, stamp-duty reimbursement and employment-generation incentives

 

Stronger Support for Exporters
Export-oriented MSMEs could be among the biggest beneficiaries of the new policy.
• 3% interest subvention on export credit, up to ₹10 lakh per year
• Export freight assistance enhanced to ₹30 lakh per unit annually
• Chief Minister First Exporter Promotion Scheme offering assistance of up to ₹20 lakh per year for three consecutive years
• 75% reimbursement of e-commerce export platform charges, up to ₹2 lakh annually for five years
• Proposed ₹10 crore Export Booster Grant
• Virtual Global MSME Portal to improve international market access

 

Technology, Automation and Smart Manufacturing
The policy gives significant emphasis to future-ready manufacturing.
• 25% financial assistance, ranging from ₹50 lakh to ₹1 crore, for adoption of robotics, IoT and smart-manufacturing technologies
• 50% grant for establishing R&D centres, up to ₹5 crore
• 33% assistance for in-house Artificial Intelligence laboratories
• Up to ₹10 lakh annually for BIS, ISO and WHO-GMP certifications
• Up to ₹20 lakh annually for international certifications

 

Green and Sustainable Manufacturing
• Proposed ₹100 crore Haryana Green Investments Fund
• 30% subsidy on rooftop solar installations
• 25% assistance for Effluent Treatment Plants, up to ₹1 crore
• Assistance for Zero Liquid Discharge systems, up to ₹5 crore

 

Employment and Industrial Infrastructure
• Incentives of ₹1 lakh to ₹1.2 lakh per employee per year for employing eligible Haryana youth
• Development of plug-and-play industrial clusters on sites of at least five acres
• District-level single-window clearance systems with time-bound statutory approvals

 

IMPORTANT THRUST SECTORS
The policy identifies several sectors with strong growth potential, including:
• Automotive and auto components
• Electric vehicles
• Aerospace and defence
• Engineering and advanced manufacturing
• Pharmaceuticals
• Medical devices
• Electronics
• Textiles

These sectors closely align with the strengths and capabilities of the Faridabad–Gurugram industrial belt and could create substantial opportunities for many of our members.


IMPORTANT: 
While the policy has been approved and publicly announced, the detailed scheme-wise operative guidelines are still awaited.

These guidelines will determine:
• Eligibility criteria
• Applicable conditions and exclusions
• Investment timelines
• Calculation of incentives
• Application procedures
• Required documentation
• Portal and departmental processes
 
Members are therefore advised to wait for the detailed notified guidelines.
The actual benefit available to any enterprise will depend upon its location, category, sector, investment size, employment generation, commencement date and compliance with the final scheme conditions.

 

IAMSMEOFINDIA’S NEXT STEPS
IamSMEofIndia is engaging with the Haryana Industries and Commerce Department to seek early notification and clarity on the individual schemes.

Once the operative guidelines are available, we propose to:
• Analyse the policy scheme by scheme
• Identify the incentives most relevant to our members
• Highlight eligibility conditions and practical limitations
• Organise a detailed awareness and interaction session
• Assist in raising important industry concerns before the Government
 
Members having specific queries, suggestions or issues that should be included in our representation to the Department may write to us.

This policy has the potential to create meaningful opportunities, but its real value will depend upon the clarity, accessibility and effective implementation of the notified schemes.
